upgrade base gvsig pom file.
upgrade libraries-pom/pom.xml file to include log4java
upgrade extension-pom/pom.xml file to include log4java

Insert distribution manager. this enable the deploy target.

New property inserts to decide where place the libraries for the extensions.

the name of the property is "library-dir"
