Build process refactoring to extract common ant tasks
The mvn-create-library was not working as the mvn to use was not set to the one provided into the build project.
The mvn-configure-eclipse-workspace target had a bad folder path to look for the workingsets.xml file
Reformat and add eclipse project generation by default when creating a new library project.
Move tasks to the correct target
New task to create a library from a maven archetype
Added copying the working sets configuration to the eclipse workspace being configured
Add svn update task and some refactorings

Corrected the passing of arguments to the maven task, and new maven deploy task.
Downgrade svnkit from version 1.3.0 to 1.2.3, as the new version uses a new svn format still not supported by the svn client available in the last ubuntu, or even in eclipse.
Refactoring of the ant build to call maven and checkout projects.
Now, each group build.xml is a simple stub, as everything is defined in the root build.xml
