Description
Create reasonable legend on the fly in map.
When the user adds a legend to the map ("mouse down-drag-mouse up" to decide the rectangle for the legend), gvSIG should compute on the fly a better placement for the legend items:
- More than one column if necessary
- Do not use too much space between items even if there is a lot of space
- Break labels if they are too long, to prevent very small fonts
- Perhaps capital letters because they are more readable and they perhaps use the space available more efficiently
See image "good_legend.jpg" for an example of a nice legend which is not difficult to create on the fly with the right algorithm.

He revisado y hay tres tickets muy similares (2322, 1456, 259). Dejo uno de ellos (259 que está en esp/en) e invalido los otros 2, relacionándolos para revisar cuando se aborde.
