"Paste features from clipboard" tool/button is always active, even if there aren't features in the clipboard.

- Status changed from New to Won't fix
It's not a bug. I do not know if it's the best solution, but in this case (if there aren't features in the clipboard) gvSIG launch a window with message "No features found in clipboard".
