Problem when the size of the layout elements is modified with the mouse

Description

When we want to change the size of an element in the layout, but using the mouse (not from the Size/Position menu), from the black squares in the sides or corners, it doesn't work correctly.

The cursor doesn't change to the Size change mode when it's on the black squares, only sometimes.

I cannot reproduce this.

Which element are you trying to change (view, scale, etc)?
Which tool are you nusing?
Can you send a screenshot?

Mario lo ha comprobado en Linux, habría que comprobar que pasa también en Windows, por si fuera algo relacionado con el S.O.

I attach a video. It's shown with an image in the video, but it happens with scale, views, texts, rectangles... too.

(It's possible the video is shown too fast, the movement of the mouse is normal)

Fixed refreshment of icon and renamed icon to prevent conflict with icon of another plugin.
