Description
A "Pan" tool is missing in the layout navigation toolbar. It's very important to have it because the layout navigation is actually very difficult only with zoom tools.
In order to improve further the layout navigation experience, such tool should enable also the zoom with the mouse wheel scroll (see #2860).
