Reloading layers when a View is active

Description
If we have a layer in different Views, it would be interesting to add an option at the Preferences to reload only the vector layers when we activate the View. At this way, if we edit a layer in a View, when we activate the second one it would be reloaded.
(At this moment vector layers can't be saved in Windows when they are in another View -- Bug #3168)
