When we create a package the default folder is the gvSIG installation folder, not the "install" one

Description
When we create a package from gvSIG 2.3, like a translation package, the default folder now is the gvSIG installation folder, not the "install" one.
Associated revisions
refs #4067 The folder for translations package has been changet to install one.

Se ha cambiado la carpeta donde se crean los paquetes de traducción a la carpeta de instalación.
