Description
When we add a vector layer defined in e.g. EPSG:2303x and set its CRS with a coordinate transformation, the GDAL predefined +towgs84 parameters are always applied. So the transformation set by the user is ignored.

If I add a shp with the projection file (e.g. EPSG:23032), then the CRS is generally well recognized and applied with the default transformation. But if I try to increase the accuracy of the transformation, choosing a local EPSG one (e.g. valid only for Sicily or Sardinia), the default transformation is always applied.
Instead, the transformation with NTv2 grid files works fine (#4425).
