fixes #689: Quick impress launch error

Quick impress command was launching an error due to
the blank file path specified in the template for the
picture. Now FFramePicture checks whether the path
specified is truly a file or not, so if it isn't simply
no more code is executed onto it and no image is loaded.

If a rasterProcess ends quickly, it may have progressActive=false and then, the finalization process is not executed. So, with this change, if incrementableTask doesn't exist, then the window is closed.
Also, to avoid waiting too much to close a wms layer, we use a counter. It will be better to avoid Thread.sleep, but this patch is safer.
