Error in initialization due to the old EPSG Registry

Description
- rename the user gvSIG folder temporarily (in order to simulate a clean machine);
- run gvSIG;
- an "error in the initialization of the application" occurs (see the log).
It seems that gvSIG doesn't find the EPSG Registry v.6 installed. If I install it and restart gvSIG the error disappears.

It happens also with build 2252 (RC2). It's the same issue reported by José Vicente Higón in #2914.
So it affects all the installations of gvSIG 2.1.0 on Windows 7 for the first time.
Restarting gvSIG the issue disappears, but the new users will probably think that gvSIG is broken. :(

La version de la BBDD de EPSG a utilizar por defecto estaba guardada en un fichero de configuracion que no habia actualizado cuando actualice la BBDD a la ultima version.
He eliminado la version por defecto del fichero de configuracion, para que si no tiene version intente detectar que version de BBDD hay instalada y use esta.

I close this ticket, but unfortunately there are other kinds of initialization error with build 2255 on Windows 7 at least (see #3017).
